Assessments

A series of historic environment assessments (HEAs) have been produced by the County Council's Historic Environment Section for seven out of Staffordshire's eight Districts and Boroughs, plus the Cannock Chase AONB

The Historic Environment Asessments provide a summary of the historic character and sensitivities for identified project areas, with each divided up into a series of Historic Enviroment Character Zones (HECZs). The assessment also provides an overall evaluation of the potential impact of medium to large scale housing development upon the historic environment within each 'zone'.

The methodology used for the HEAs has emerged from work carried out in the southern counties of England in response to proposed large scale housing developments. The particular aim of these projects was to integrate Historic Landscape Character (HLC) information with more site-based information held within the Historic Environment Record (HER).

HEAs for Lichfield District, Stafford Borough and Cannock Chase District were produced between February and October 2009. Appendix 1, included within the final report documents for these three areas, provides a summary of the scoring methodology used for each HECZ (as adapted from a model developed by Essex County Council). The assessments for Lichfield and Stafford also include summaries of wider Historic Environment Character Areas (HECAs), which cover the whole of each district and take a broader view of the landscape and its character.

The methodology and scoring was then adapted further (to follow that used for the Staffordshire's main towns as part of an Extensive Urban Survey (EUS) project), before being applied to the remaining four Districts and Boroughs, whose HEAs were been produced between August 2010 and Auguest 2013. This methodology is summarised within the main text of the final report for South Staffordshire, Stafford Borough and Staffordshire Moorlands District.

Tamworth Borough HEA (August 2011)

The HEA for Tamworth Borough was undertaken in parallel with an Extensive Urban Survey (EUS) for the town, with the results being included in a  combined report (29mb).

Cannock Chase AONB HEA (June 2015)

The Cannock Chase AONB was undertaken to identify and assess the significance of heritage assets within the AONB and understand the contribution that they make to its overall historic character. The HEA identifies opportunities for the enhancement and / or management of heritage assets within the AONB and highlights key issues warranting further, more detailed investigation. It also aims to enhance the visitor experience through identification of interpretation and / or education opportunities. The assessment will form part of the evidence base to be used in the production of a Historic Environment Management Plan (HEMP) for the AONB.
