Why have the HAF eligibility rules changed?
From 1 September 2026, the government has changed the rules so more children can get Free School Meals if their families receive Universal Credit.
Children now receive either Targeted Free School Meals or Expanded Free School Meals.
How do I know which Free School Meals group my child is in?
Your child's school can tell you whether your child receives Targeted Free School Meals or Expanded Free School Meals.
Can my child still attend HAF?
If your child receives Targeted Free School Meals, they can take part in the HAF programme.
If your child receives Expanded Free School Meals, they are not eligible for a HAF funded holiday place.
Why has my child's HAF eligibility changed?
Some families may find that their child can no longer get a HAF place from September 2026.
This is because a government rule that protected some children's Free School Meals eligibility in England has ended.
In the past, some children could keep getting Free School Meals and HAF even if their family's situation changed. These protections have now come to an end.
As a result, some children no longer meet the rules for Targeted Free School Meals, which is the group that can access HAF.
Can my child be referred for a HAF place?
Possibly. Some children may be considered for a place through a referral from a school, health visitor, social worker or family support worker. Parents or carers cannot make a referral.
Does a referral guarantee a HAF place?
No. Every referral is looked at individually. A referral does not automatically mean a HAF place will be offered.
What if my child is not eligible for HAF?
There are still lots of fun activities available, including:
- Many HAF clubs offer lower-cost paid places for families who do not qualify for a free HAF place Book local clubs and classes

- Family hubs offer a range of funded activities and groups for children. Find your nearest family hub
- The SPACE programme offers a lot of free activities for children aged 8-17 during the summer holidays.
- Check your local library for events over the school holidays.
- Check activities at local leisure centres
Is there help with childcare costs?
Yes. Some families may be able to get help through:
- Universal Credit childcare support
- Tax-Free Childcare

Is there any other financial support available?
Some families may be able to get help through the Crisis and Resilience Fund (CRF). This fund can provide short-term support for real emergencies that need support right now, not for regular money problems.
