What is HAF?

The Staffordshire Holiday Activities and Food Programme (HAF) offers free holiday activities and healthy meals for children and young people aged 5 to 16 who receive benefit-related free school meals.

Children can enjoy exciting activities, make new friends, stay active, and receive a healthy meal during the school holidays, all in a safe and supportive environment.

The programme is funded by the Department for Education and delivered by Staffordshire County Council with trusted local organisations across the county - HAF Guidance 2026 to 2027 financial year - GOV.UK

What activities can children enjoy?

HAF activities vary across Staffordshire, and many include:

  • Sports and games 
  • Arts and crafts
  • Dance and drama
  • Cooking and food activities
  • Outdoor adventures
  • Animal experiences
  • Music and creative workshops
  • SEND-friendly activities
  • Family activity sessions

Many clubs also help children build confidence, social skills and resilience while having fun during the holidays

Who can access HAF?

The programme is available for:

  • Children aged 5 - 16 who receive benefit related free school meals 
  • Children referred through professional services
  • In some cases, siblings may also be able to attend

Children must usually live in Staffordshire or attend a Staffordshire school. For further support please contact your local Family Hub Family hubs | Staffordshire County Council

Healthy Food and Well-being

Every HAF session includes a healthy meal or nutritious food offer

Providers also support children and families to learn more about:

  • Healthy eating
  • Physical activity
  • Emotional well-being
  • Staying safe
  • Family support services available locally 

Inclusive and accessible provision

We want all children and young people to feel welcome at HAF

Many providers offer:

  • SEND friendly activities
  • Smaller group environments
  • Trained staff
  • Accessible venues
  • Support for additional needs

Providers will work closely with families to understand how they can support children safely and positively during activities

Children with SEND can also access Aiming High Aiming High - Short breaks and activities

Professional Referrals

15% of HAF attendance can be allocated to children that are not eligible for benefit related Free School Meals, or HAF.

Eligibility Criteria:

  • Looked after or previously looked after child
  • Young carer
  • Child in receipt of statutory support from a Social Worker / Early Help Worker
  • Child in need (supported by early help organisations)
  • Low school attendance or at risk of exclusion
  • Sibling of a child attending a HAF club with an eligibility code
  • Eligible for FSM in another county, living in Staffordshire

 

To make a professional referral, please contact the HAF team at StaffordshireHAF@staffordshire.gov.uk. Referrals must be submitted by a professional, such as a teacher or social worker. Unfortunately, referrals from parents or carers will not be accepted.

Children can access the HAF programme if they are eligible for free school meals or meet the professional referral criteria. If neither applies, families can still access HAF sessions, as many providers offer subsidised paid places. Staffordshire HAF Listings
