Lynsey Bissell
Director of Transformation
What is her role?
Lynsey leads on all things transformation at the county council, making sure our business strategies and plans are informed by innovation, continuous improvement and customer feedback.
A key part of Lynsey’s role is leading on our response to devolution and local government reorganisation, including managing the volume of change it will bring to the organisation over the coming years.
What experience does she have?
Lynsey started her local government career in highways while studying at university, aged 19. Her passion for making a difference to the people who access council services saw her working in many frontline and managerial roles over the next few years.
Lynsey first joined Staffordshire County Council in January 2016 and held senior roles in change and children's services. After becoming Head of Business Insights at Walsall Council, Lynsey returned to the county council in May 2023. She has since specialised in strategic change, improvement and transformation, resulting in her appointment as Director of Transformation in April 2025.
