Council announces new Cabinet Member for Finance and Resources
Staffordshire County Council has announced a new Cabinet Member for Finance and Resources.
Councillor Sean Bagguley, who represents Stone Rural North, has been appointed to the role which has responsibility for political leadership on the county council’s budget, contracts and performance against council plans.
After starting his working life as a marine engineer officer, Councillor Bagguley spent 30 years working in the financial services and investment management sector before taking early retirement.
He was elected to Staffordshire County Council in May 2025 and has sat on the county council’s audit and standards committee, pensions panel and two overview and scrutiny committees prior to taking up his new role as Cabinet Member for Finance and Resources.

“I am honoured to take on this important role, leading the Cabinet’s ongoing commitment to efficiency and driving value for money across council services.
“This year, we balanced the budget, identified £21.5m in savings without the need to cut frontline services and we’ve invested millions into issues that matter most to local people. I’ll be working with officers to continue in this vein.
“Bringing a greater commercial focus to the council, every penny spent will be scrutinised and opportunities to generate new income streams explored.
“I’m under no illusion that this will be easy – council budgets are stretched – but we will be creative and innovative to drive maximum value from the Staffordshire pound.”
