Early Years EAPDR

What is the Enhanced Assess, Plan, Do, Review (EAPDR) pathway? 

The EAPDR pathway sets out a clear methodology to make sure schools and educational settings are supported to access further additional advice, support and resources to meet the needs of children and young people in their setting. 

The enhancement is a focused APDR process that places outcomes at the centre of the work undertaken to support the child or young person and provides support and resources to schools and settings so that they can meet needs quickly and effectively.

Who is EAPDR for?

EAPDR is available to all Early Years settings who may require additional support and resources in order to support children with special educational needs.

How can Early Years EAPDR be accessed?

To access the EAPDR Pathway, the child needs to be known to Early Years Forum. Early years settings will be asked to evidence their existing efforts of APDR and their graduated approach. This should include evidence of implementing quality APDR cycles that has advice from Early Years Forum and other relevant specialist support services.

If this is evident, the Early Years Forum panel may suggest further support can be accessed through EAPDR. Setting will be sent the One Form to complete the highlighted sections with parents and carers.

Process and support

What happens once the sections of the One Form has been completed by the Early Years Setting?

After submitting the form, you will be contacted by an Educational Psychologist or Early Years Inclusion specialist to arrange an initial assessment and planning meeting. Parents and carers are encouraged to attend for a holistic approach to the EAPDR planning meeting. We aim for the meetings to be held face to face in setting however adaptions can be made to suit setting and child needs.

 What happens at the assess and planning meeting?

The team will discuss the child’s likes, interests and needs so the support package can be mapped out. The support may come through further training for setting, delivery from specialists or support with individual targets. This will be agreed by the team around the child. Once this has been agreed, the setting will begin the ‘do’ phase of the support and receive regular check ins to monitor support and progress.

 What happens at the review meeting?

The initial planning team (parents/carers, setting, local authority representatives) will review progress after the support cycle ends and decide the next steps. This may include continuing support through another cycle of EAPDR, continuing support through the setting alone as the child has made significant progress or applying for an Education, health, care assessment. The outcome will be shared at Early Years Forum to initiate the next steps depending on the decision made at the review meeting.  

Will the EY One Form replace the need for an EHCNA request form?

The One form has been developed it to capture the child’s journey through the graduated approach. The One Form will capture the learning from the EAPDR cycle(s) and should provide the Local Authority with all the assessment evidence it requires to determine whether an EHCNA is required and if required, all the evidence to write an EHC Plan.
