Apply to place items like benches or flower beds on the highway.

Licence to plant (Section 142)

To apply for a licence to plant in the highway under Section 142 of the Highways Act 1980, please complete

You will need to send it to road.adoptions@staffordshire.gov.uk along with a Highway Extent Plan.

Highway Extent Plans cost £135.00 + VAT and are required in all cases. If your application is successful, a fee of £105.00 will be charged by our legal department.

Licence to place benches (Section 14)

To apply for a licence to place benches in the highway under Section 14 of the Public Health Act 1925, please email road.adoptions@staffordshire.gov.uk with a Highway Extent Plan and your contact details.

Highway Extent Plans cost £135.00 + VAT. If your application is successful, a fee of £210.00 will be charged by our legal department.

Licence to plant flower beds (Section 96)

Parish or town councils can apply for a licence to plant flower beds in the highway under Section 96 of the Highways Act 1980. Please email road.adoptions@staffordshire.gov.uk with a Highway Extent Plan and contact details.

Highway Extent Plans cost £135.00 + VAT. If your application is successful, a fee of £210.00 will be charged by our legal department.

Licence to place notice boards (Section 115e)

To apply for a licence to place notice boards or similar items in the highway under Section 115e of the Highways Act 1980, please email road.adoptions@staffordshire.gov.uk with a Highway Extent Plan and contact details.

Highway Extent Plans cost £135.00 + VAT. If your application is successful, a fee of £210.00 will be charged by our legal department.

General correspondence

For general enquiries to the road adoptions team, such as checking if agreements are in place, a fee of £105.00 applies.
