The Department for Education (DfE) has announced the launch of phase 3 of the School-based Nurseries programme. 

Please note that for this phase, Staffordshire County Council will be required to submit all applications on behalf of schools and academies in the county.  

This is a three-year application, meaning that schools and academies can apply to create or increase provision in academic years 2027/28, 2028/29 or 2029/30.

Projects will be ranked by the DfE based on the level of disadvantage and value for money (please read the guidance for more details).  

Prior to moving forward to work on an application, it is essential to ensure that the local authority supports your plans in relation to:

  • the sufficiency of childcare / nursery provision in the local area
  • school organisation / pupil place planning requirements
  • school property requirements are met

Schools can work with PVI providers on-site to develop new provision. If you would like advice in partnering with a new PVI provider, then please contact the Early Years Team.

Schools should be aware of local provision that is already available (such as PVI providers) and consider any impact on local provision. Consultation would be advised where necessary.

The deadline for completing this expression of interest is 15th April 2026. If your expression of interest is supported, a completed application will be required by 14th August 2026.

A consultant from the Early Years Sufficiency and Market Development Team will then contact you to discuss your proposal. The team can provide data on the local need for places and provide advice on your project to support Ofsted registration (e.g. space requirements etc).
