Road Traffic Regulation Act 1984

 

The Staffordshire County Council (Staffordshire Moorlands) (Prohibition and Restriction of Waiting and Loading and Parking Places) Order No 2 (2009) (Amendment) No. 28/2024

 

1.       Staffordshire County Council on 23rd April 2024 made a Traffic Regulation Order under the Road Traffic Regulation Act 1984 to introduce waiting and stopping restrictions on Mill Lane, Wetley Rocks, 08:00 - 09:00 and 15:00 - 16:00, Monday to Friday.

 

2.       Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH, and during opening hours at Werrington Library, 358 Ash Bank Road, Stoke-on-Trent, ST9 0JS or at: www.staffordshire.gov.uk/trafficregulationorders.

 

3.       Persons questioning the validity or provisions of the Order on the grounds that such powers are not conferred by the Act, or that any requirement or instrument made under the Act has not been complied with, may within 6 weeks from the date the Order was made apply to the High Court.

 

4.       The Order will commence on 29th April 2024

Road Traffic Regulation Act 1984

 

The Staffordshire County Council (Staffordshire Moorlands) (Prohibition and Restriction of Waiting and Loading and Parking Places) Order No 2 (2009) (Amendment) No. 28/2024

 

The Staffordshire County Council  in exercise of its powers under Sections 1, 2, 4, 32, 35, 45, 46, 47, 49, 53, 124(1)(d) and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act of 1984") as amended and the Traffic Management Act 2004 ("the 2004 Act") as amended and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act of 1984 hereby makes the following Order:-

 

1.       This Amendment Order shall come into operation on 29th April 2024 and may be cited as The Staffordshire County Council (Staffordshire Moorlands) (Prohibition and Restriction of Waiting and Loading and Parking Places) Order No 2 (2009) (Amendment) No. 28/2024

 

2.        The above Order amends the Plans which form part of The Staffordshire County Council (Staffordshire Moorlands) (Prohibition and Restriction of Waiting and Loading and Parking Places) Order No 2 (2009) by the addition of the Plan marked BE84 incorporating waiting restrictions at locations specified in the following schedule.

 

Schedule

 

Staffordshire County Council is to add accompanying signage to the existing “School-Keep-Clear” markings outside St. John’s Primary School. This would impose a mandatory restriction on vehicles stopping during school opening and closing times which could be enforced by Civil Enforcement Officers. The proposed measures aim to reduce dangerous and inconsiderate parking resulting in obstructions to the highway creating a safer environment for vehicles and pedestrians.

 

South Side – Proposed stopping restrictions

  • To commence and end as defined by the existing “School-Keep-Clear” zig-zag road markings to the Traffic Signs Regulations and General Direction (TSRGD) 2016 diagram number 1027.1 adjacent to St. John’s Primary School (approximate length 37 metres), a restriction on vehicles stopping on weekdays Monday to Friday during the time period 8am to 9am and 3pm to 4pm is to be created.

 

North Side – Proposed stopping restrictions

  • To commence and end as defined by the existing “School-Keep-Clear” zig-zag road markings to the TSRGD 2016 diagram number 1027.1 adjacent to the vehicular access to St. John’s Primary School (approximate length 44 metres), a restriction on vehicles stopping on weekdays Monday to Friday during the time period 8am to 9am and 3pm to 4pm is to be created.
