Highway Extent request

What is the Highway Extent?

As local highway authority, the county council can provide information on the extent of highway which is Highway Maintainable at Public Expense (HMPE). 

This can include the carriageway (road), footway, grass verges and unmade surfaces adjacent to roads, as well as some areas of land. We don't hold information on land ownership, which can be provided by Land Registry. We also don't hold information on highways outside of Staffordshire, nor on highways which are motorways or trunk roads, which are the responsibility of National Highways.

How is the extent of the highway determined?

We use a number of historical data sources to provide this background information, which allows us to create a digitised plan of the location requested. For the majority of recent highway developments, we have plans relating to the areas that form HMPE.

However, in more obscure locations, or where the highway has evolved over a long period, detailed records are limited. In these situations, we will need to investigate our sources prior to providing a plan, which may take longer. Costs of a Highway Extent request and number of plans

Each request that creates a plan that fits on one A4 page costs £100 +VAT, and is generally independent of location or size of area requested; except when the area is too large to fit on one page.

A request plan can either be provided at 1:1,250 or 1:2,500 scales or at a scale to fit the location area to one page. If you have requested a large area that either we cannot fit to one page, or will take multiple pages because of the set scale you have selected, we will contact you to arrange applying for more pages, which will be charged at £100 +VAT per page.

If this happens, you will need to supply your original receipt number ("OLF" number) in Box 7 Further Information (on the application page below) so that we can tie your additional request to your original. If you have any queries, please contact us highwaydata@staffordshire.gov.uk

Request turnaround times

We aim to return requests within 25 working days, though we may be able to reduce this depending upon the historical evidence available. We cannot guarantee any timescale nor offer a fast-track service, as timescales are dependent upon demand and resources available at the time.
