Financial statements background
All Local Authorities in England must make and submit budget and outturn statements to the Secretary of State for Education.
These statements cover all planned and actual spending on education and children's social care. The government issue regulations each year which determine the content and layout of the statements.
The statements are required under section 251 of the Apprenticeships, Skills, Children and Learning Act 2009
