Ordnance Survey Licensing
Staffordshire County Council is a member of the Public Sector Geospatial Agreement (PSGA). To share Ordnance Survey mapping data with third parties, those parties must either hold a valid licence for the same data and geographical coverage or enter into an appropriate licence agreement.
Contractor licensing
Contractors delivering work or services on behalf of Staffordshire County Council under a formal agreement/contract are required, under PSGA terms, to obtain a Public Sector Contractor Licence. This ensures compliance with PSGA conditions and governs the contractual relationship between the Council and the contractor, outlining the responsibilities of both parties.
The Public Sector Contractor Licence must be accepted before any mapping data can be provided. To avoid delays, this should be completed early in the project timeline. These requirements also apply to requests for Ordnance Survey derived datasets. Access to mapping is restricted to the specific project scope, timeframe, and geographical area.
Contractors must complete the Public Sector Contractor Licence Form and confirm acceptance of the Public Sector Contractor Licence terms before data can be shared. It is important to understand the terms of the licence before submitting the form.
End User licensing
The PSGA permits Staffordshire County Council to share Licensed Data, including Ordnance Survey-derived data, with a person/organisation not under contract, provided the activity delivers or supports the delivery of the Council’s core business.
In such cases, the third party must accept the Public Sector End User Licence, which grants permission to use the data for a defined project or activity.
To request mapping under this licence, the Public Sector End User Licence Form must be completed, and the Public Sector End User Licence terms accepted. It is important to understand the terms of the licence before submitting the form.
Completion of the End User Licence Form is not required if the request is from a member of the public seeking a single map showing County Council data, or from a third party already licensed for the same Ordnance Survey product and geographical area that the information requested has been derived from. A paper copying licence does not meet this requirement. In these instances, please contact psga@staffordshire.gov.uk or the relevant department for assistance.
Additional Information
Staffordshire County Council is required to maintain accurate and full records of all Ordnance Survey data sharing. These records may be requested by Ordnance Survey for audit purposes.
Some departments may charge a fee for providing mapping data to cover the administrative costs of responding to your request.
