Road Traffic Regulation Act 1984

1. Staffordshire County Council propose to make a Traffic Regulation Order under the Road Traffic Regulation Act 1984, to impose the following speed limits:

30 mph

A519 Newcastle Road and A519 Castle Street (Eccleshall)

40 mph

A519 Newcastle Road (Eccleshall)

Meece Road (Cold Meece)

Yarnfield Lane (Yarnfield)

Main Street/Yarnfield Road (Swynnerton)

Cold Meece Road (Cold Meece)/Swynnerton Road (Eccleshall)

50 mph

Yarnfield Road, (Swnnerton/Cold Meece)

2. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Eccleshall Library, 20 High Street, Eccleshall, Staffordshire, Stone Library, High Street, Stone, Staffordshire and Clayton Library, Dartmouth Avenue, Clayton, Newcastle-under-Lyme, Staffordshire.

3. Objections or representations should be sent in writing to: Highway Maintenance and Network Management, Third Floor, Staffordshire Place 1, Tipping Street, Stafford, ST16 2DH or to: trafficregulationorderobjections@staffordshire.gov.uk not later than 20 March 2024 quoting reference HoCPS/TM/TR13/21 and stating the grounds on which they are made.

Road Traffic Regulation Act 1984

The Staffordshire County Council ("the Council") in exercise of its powers under Sections 84(1) and (2) of the Road Traffic Regulation Act, 1984 ("the Act") and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:-

 1. No person shall drive any motor vehicle at a speed exceeding 30 mph on the lengths of roads specified in Schedule 1 to this Order.

2. No person shall drive any motor vehicle at a speed exceeding 40 mph on the lengths of roads specified in Schedule 2 to this Order.

3. No person shall drive any motor vehicle at a speed exceeding 50 mph on the lengths of roads specified in Schedule 3 to this Order.

4. No speed limit imposed by this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.

5. This Order may be cited as the Staffordshire County Council (Yarnfield Road (Swynnerton/Cold Meece) A519 Newcastle Road (Eccleshall) Meece Road (Cold Meece) Yarnfield Lane (Yarnfield) Main Street/Yarnfield Road (Swynnerton) Cold Meece Road (Cold Meece) Swynnerton Road (Eccleshall) A519 Castle Street and A519 Newcastle Road (Eccleshall)) (30, 40 and 50 mph Speed Limit) Order 20** and shall come into operation on day of  20**.

Schedule 1 (30 MPH)

A519 Newcastle Road and A519 Castle Street, Eccleshall – from the end of the proposed 40 MPH Speed Limit (located approximately 78 metres south of the junction with C2 Swynnerton Road) for a distance of approximately 138 metres to a point next to the streetlighting column adjacent to the entrance to Eccleshall Castle. The remaining 84 metres up to the existing 30 MPH will then assume Restricted Road Status.

Schedule 2 (40 MPH)

A519 Newcastle Road, Eccleshall - for a distance of approximately 398m in a northern direction measured from a point located approximately 78m south of the junction of A519 with C2 Swynnerton Road.

C87 Meece Road, Cold Meece - for a distance of approximately 617m in a southern direction from the junction of C87 Meece Road with C2 Yarnfield Road/Cold Meece Road.

C88 Yarnfield Lane, Yarnfield - for a distance of approximately 280m in an eastern direction from the junction of C88 Yarnfield Lane with C87 Meece Road

and for a distance of approximately 315m in a generally eastern direction from a point measured approximately 176m to the east of its junction with D2433 Ashdale Park.

C2 Main Street/Yarnfield Road, Swynnerton - for a distance of approximately 340m in a southern direction from a point measured approximately 65m north of the junction of C314 Cotes Lane.

C2 Yarnfield Road/Cold Meece Road/Swynnerton Road, Cold Meece - for a distance of approximately 4.44km in a southern direction from a point measured approximately 278m north of the junction of C87 Meece Road to its junction with A519 Newcastle Road.

Schedule 3 (50 MPH)

C2 Yarnfield Road, Swynnerton - for a distance of approximately 1.98km in a southern direction from a point measured approximately 275m south of the junction of C314 Cotes Lane.

Statement of Reasons

As part of its ongoing review of safety of the highway network, Staffordshire County Council are proposing to introduce a number of reduced speed limits along A519 Castle Street/Newcastle Road at Eccleshall, C2 between Eccleshall and Swynnerton, C87 Meece Road at Cold Meece and C88 Yarnfield Road at Yarnfield. The proposals are being put forward by the Highway Authority in order to address inappropriate vehicle speeds along a network of local access roads characterised by a series of bends in their alignment as well as there being numerous vehicle accesses to commercial premises along the road network at this location. The reduction in the signed speed limits are to promote the safety of highway users.
