Enhanced assess, plan, do, review

Staffordshire offers an Enhanced Assess, Plan, Do, Review (EAPDR) pathway for children with special educational needs and disabilities (SEND) whose needs go beyond what a standard APDR cycle addresses in schools and settings.

What is APDR? 

The Assess, Plan, Do, Review (APDR) cycle is part of the national graduated approach. Schools use it to:

  • Assess what extra support a child needs
  • Plan how to provide it
  • Put it into action
  • Review progress and adapt as needed

This works in most cases within regular school resources.

When EAPDR is needed?

If a child still needs further support after completing the APDR cycle, the setting can access EAPDR. It provides:

  • Focused review of existing APDR steps
  • Clearly defined outcomes at the start
  • Access to additional advice, support, and resources

Aims of EAPDR pathway

EAPDR helps to:

  • Support early-year or school staff in meeting varied SEND needs
  • Provide timely, tailored assistance
  • Involve children, families, and settings in decisions
  • Promote joined-up working between services
  • Ensure families don’t repeat the same information (‘tell it once’)
  • Record coordinated, pre-statutory interventions for transparency
  • Ensure equal access to support countywide
  • Improve the quality and timeliness of Education, Health and Care Needs Assessments (EHCNAs) and follow-up Education, Health and Care Plans (EHCPs)

How to access EAPDR

  • Complete at least two purposeful APDR cycles.
  • Gather evidence and work with parents and professionals
  • Submit a request to your District SEND and Inclusion Hub

What support is available?

EAPDR may include: 

  • Educational Psychology (EPS) input
  • Specialist Teaching Support Service (STSS)
  • District Inclusion Support teams (SEDIS)
  • Flexible Intervention Framework
  • In-class adult support

Provision is agreed through the 'One Form' and funded via the SEND Commissioning Team. 

Funding

  • The local authority funds up to 50% of agreed provision (up to £3,000) for a 12-week cycle.
  • Schools contribute the remainder from their SEND budget.

Usually 12 weeks. Most cases need no more than two cycles. 

Is Enhanced Assess, Plan, Do, Review available for early years and post-16?

Currently for ages 4-16 with plans to expand.
