We oversee all activities on the highway to ensure they are legally permitted, carried out safely, and coordinated with other planned or ongoing works.
Some organisations, such as highway authorities or utility companies, have a legal right to carry out certain works without individual consent. However, most other activities—including those by private individuals—require a permit or licence.
How to apply
This process covers the installation, maintenance, and removal of seasonal decorations on or above the highway. It is required under Section 178 of the Highways Act 1980.
Seasonal decorations are encouraged, but they must be installed, operated, and removed safely. Everyone involved has a responsibility to ensure the safety of themselves and others.
Before you start
You cannot save your application and return to it later, so please have the following documents ready to upload in PDF or Word format:
- Valid public liability insurance (minimum £5 million), including ‘indemnity to principal’
- Detailed drawing showing the area, routes, and fixing points of the decorations
- Drawing showing circuit protection and isolation points
- Copies of professional accreditations (e.g. G39 Qualified, HERS contractor)
- Approval from Eon (SLP520 or SCC Seasonal Decorations application) if connecting to street lighting
