We have an important role to play in supporting the priority outcomes in the Staffordshire County Council strategic plan.

Community Learning Priorities and Subcontracting Policy 2023-2027

Community Learning closely aligns to the Council’s strategic outcomes and priorities. The overarching outcomes of the Service are as follows:

  • Community Learning courses will contribute to better health and wellbeing, confidence, resilience, and independence for all Learners, leading to raised aspirations.
  • Learners and families who participate in Community Learning courses gain the skills they need to achieve their personal aspirations, including making progress towards good jobs and giving their children the best start in life.
  • Bring local communities together through the promotion and delivery of lifelong learning to bring about new opportunities and improve lives, whatever people’s circumstances.   

Delivery contingency plan

In the event that a contract is terminated by the Council or sub-contractor, continuity of learning and minimum disruption to learners is of paramount importance. When confirmation of withdrawal from the contract is received in writing, we will seek to fund alternative provision from other sub-contracted providers on the Community Learning Framework.

In this event, the Community Learning Service will work with the sub-contracted provider to implement a contingency plan, as detailed in the Contract for Services. We will try our best endeavours to relocate current learners in comparable local provision, in order to ensure that the learners can continue their learning, are not disadvantaged, are safeguarded and receive good value for money.

If a learner has paid a course fee to the provider, there is an expectation that it will be reimbursed pro rata by the provider. Providers are also required to co-operate fully with the Community Learning Service to cause minimal disruption to learners and assist with the implementation of any contingency plan proposed.
