Stage 1 travel assistance review

This process is not to be used for students who have a formal Education Health and Care Plan (EHCP) in place – a separate appeals process exists for these students which can be accessed through the SEN Transport team.

The Process

Staffordshire operates a two stage review and appeal process for decisions made regarding entitlement to free travel assitance, or regarding the transport arrangements made. This form should not be used unless you have already made an application for travel assistance. 

The review process will ensure that the law and County Council policy have been correctly applied and will consider any exceptional circumstances that you provide to decide whether they are considered sufficient to disregard the usual policy and to provide free travel as a concession. Parents / Carers remain responsible for arranging and funding home to school travel whilst the stage 1 review and any subsequent stage 2 appeal are carried out.

You review request should explain why you consider the decision is wrong and present sufficient evidence to support your position, including any exceptional circumstances relevant at the time of your previous or present application. 

Once submitted, your request will be acknowledged and we aim to provide a full response within 20 working days. However, if a review of the route is required this may take longer. Please note that walking route assessments requests received during the summer term will be completed as soon as possible but are generally carried out towards the end of the autumn term, with the authority aiming to make a final decision by the end of the calendar year in which the request is made.

If your appeal is not upheld your stage 1 response will provide details of how to escalate your appeal to stage 2 (if appropriate).
