Staffordshire Warmer Homes – Warm Homes: Local Grant open to applications from 24 November 2025

The Warmer Homes Programme, ‘Warm Homes: Local Grant’, is open to both properties who are on or off gas and you can apply now and register your interest with our customer journey support partner 'Community Home Solutions' at the links below.

We are expecting a lot of interest in this new scheme and as a result applications are prioritised to ensure those most at risk from living in a cold home receive help first.

Make your home warmer, healthier and cheaper to heat

The Staffordshire Warmer Homes programme helps eligible residents access free heating and insulation upgrades through the Warm Homes: Local Grant, which opens for new applications from 24 November 2025.

Eligible households could receive upgrades such as Insulation, Solar Panels or an Air Source Heat Pump, depending on what best suits their home.

This support helps low-income and vulnerable households to stay warm, save money on energy bills, and improve their home’s energy efficiency.

Why apply for the Warmer Homes: Local Grant?

Who can apply?

You can qualify for the 'Warm Homes: Local Grant' if:

  • your total household income is £36,000 or less, or you receive means-tested benefits (for example, Universal Credit, Pension Credit, or Income Support)
  • or you are vulnerable to cold, experiencing problem debt or financial hardship. If you are unsure, please call for further information.

You must also live in Staffordshire and have a home that is difficult or expensive to heat and needs energy-saving improvements

The scheme is open to homes connected to the gas network (on-gas) or not connected to the gas network (off-gas), and to other fuel types, including electricity, oil, liquefied petroleum gas (LPG), and coal.

Eligibility will be checked and confirmed by our customer journey support partner 'Community Home Solutions' when you apply.

There are limited circumstances where households with an income greater that £36,000.00 may also be eligible.

How we prioritise applications

To make sure support goes where it is needed most, we use a prioritisation process instead of a first-come, first-served system. This means we focus on households that would benefit the most in terms of health, wellbeing, and energy savings.

Our order of priority is:

  1. Households receiving means-tested benefits, or where someone has a health-related vulnerability or debt, and low income.
  2. Households with low income after paying housing costs.
  3. Households living in areas ranked within the most income deprived 20% in the country.

This approach follows current public health evidence about who is most affected by living in a cold home

Your simple step-by-step journey

  1. Apply online or call 0115 718 1822 (standard call rates apply).
  2. Eligibility and prioritisation will be checked by customer journey support partner 'Community Home Solutions'
  3. If eligible and prioritised a free home survey will be carried out to assess suitable improvements
  4. Installation will then be arranged and carried out by accredited installers
  5. Aftercare support will be made available

What types of home improvements are available?

Typical improvements may include: insulation (loft, cavity wall, external wall, internal wall, and under-floor insulation), low-carbon heating such as air source heat pumps or hybrid heating systems, solar panels to generate electricity, and smart heating controls.

If the Warmer Homes: Local Grant scheme is not suitable for your home, our customer journey support partner 'Community Home Solutions' will independently advise you about other national schemes not run by Staffordshire County Council, such as the Energy Company Obligation (ECO4) and the Great British Insulation Scheme (GBIS). This may include eligibility for householders with a cold related health condition.

Air Source Heat Pumps

The pump pulls in air from outside, then uses it to heat a special refrigerant liquid. As it warms up, the liquid turns into gas.

This gas is compressed to increase its temperature – and provide lots of lovely heat for your home.

Will include smart heating controls for you to easily control the temperature in each room.

If you already have a gas connection, we may be able to offer you a hybrid gas boiler/air source heat pump. If you are not currently connected to the gas network, you may be offered a full air source heat pump.

 External Wall Insulation

Two layers of material are used - one to offer insulation, and an outer layer of mineral or synthetic render to protect against weather and provide a decorative finish.

The Staffordshire Warmer Homes programme is led by Staffordshire County Council, working in partnership with Cannock Chase District Council, East Staffordshire Borough Council, Lichfield District Council, Newcastle-under-Lyme Borough Council, South Staffordshire District Council, Stafford Borough Council, Staffordshire Moorlands District Council, and Tamworth Borough Council, with customer journey support partner 'Community Home Solutions'.
