Free School Presumptions
Free School Presumptions for Stafford, Tamworth and Uttoxeter
The county council has the statutory duty to secure sufficient school places and childcare for children in its area. Where a shortfall in capacity has been identified the county council will work with schools, trusts and partners, including district and borough councils, the Department for Education and diocesan bodies, to expand existing schools and to open new free schools, as necessary.
Staffordshire County Council has identified the need to establish new free schools and, in accordance with legislation and Department for Education free school presumption guidance, is seeking proposals from academy sponsors to open three new free schools with early years provision, located on new housing developments, to be opened by the earliest date of September 2021:
- 1 FE (210-place) primary school on North of Stafford Town
- 1 FE (210-place) primary school at Anker Valley, Tamworth
- 1 FE (150 place) first school on Land West of Uttoxeter
In order to promote consistency and simplify processes for applicants, the county council is following the suggested model templates for local authorities published in the Department for Education’s free school presumption guidance. Below are:

The closing date for applications is 5.00pm on Friday 12 April. After an assessment, shortlisting and interview process by the county council during the summer term, the final decisions on the successful sponsors will be made by the department in the autumn.
18/3/19 The date reserved for interviews with shortlisted trusts is Tuesday 25 June. Shortlisted trusts will be allocated a specific time to give a brief presentation and answer panel questions. We would expect the trust CEO and chair to be present, with other representatives at the trust’s discretion. All interviews will be held in Stafford.
