Audit of accounts - notice of public rights

NOTICE is given that from 19 July 2021 – 27 August 2021 any person interested may on application to Staffordshire County Council, Staffordshire Place, Stafford, ST16 2LP between the hours of 9.00 am to 1.00 pm and 2.00 pm to 5.00 pm, Monday to Thursday and 9.00 am to 1.00 pm and 2.00 pm to 4.30 pm Friday, inspect and make copies of the accounts of the Staffordshire County Council for the year ended 31 March 2021 and all books, deeds, contracts, bills, vouchers and receipts relating thereto, except as provided for in Section 26(4) and 26(6) of the Accounts and Audit Regulations 2015 (as amended in 2021) in relation to commercially confidential and personal information.

NOTICE is also given that on or after 27 August 2021 at 10.00 am until the completion of the audit, the auditor, at the request of a local government elector for any area to which the accounts relate, will give the elector or his representative an opportunity to question him about the accounts.

NOTICE is given that on 27 August 2021, any such elector or his representative may make objections to the auditor, under Section 27 of the Local Audit and Accountability Act 2014, relating to any matter where the auditor could take action under:

  • Section 28 of the Local Audit and Accountability Act 2014, namely to the court for a declaration that an item in the accounts is contrary to law, and/or
  • Section 24 and paragraph 1 of Schedule 7 of the Local Audit and Accountability Act 2014, namely to make a report in the public interest.

No objection may be made unless the auditor has previously received written notice of the proposed objection, specifying the facts on which the objector relies and the grounds on which the objection is being made. A copy of that written notice must also be sent to the Council at the address above.

NOTICE is given that the auditor is Ms. H. Henshaw, Ernst and Young LLP, Number 1 Colmore Square, Birmingham, B4 6HQ, to whom any questions and notices of objection should be addressed.
