Proposed Construction of Speed Cushions on B5014 Rake End (Rugeley), B5014 Uttoxeter Road (Rugeley), School Lane (Hill Ridware) and Pipe Lane (Pipe Ridware)

Notice is hereby given that Staffordshire County Council in accordance with the Highways Act 1980, propose to construct speed cushions on B5014 Rake End (Rugeley), B5014 Uttoxeter Road (Rugeley), School Lane (Hill Ridware) and Pipe Lane (Pipe Ridware) for the purpose of calming traffic speeds. The speed cushions will be constructed as described below:

B5014 Rake End, Rugeley

  • One speed cushion located approximately alongside Road Lighting Column 39
  • Two speed cushions located approximately outside property no. 184
  • Two speed cushions located approximately outside property no. 33
  • Two speed cushions located approximately outside property no’s. 19/17
  • Two speed cushions located approximately outside property no. 146

B5014 Uttoxeter Road, Rugeley

  • Two speed cushions located approximately outside property no. 131
  • Two speed cushions located approximately outside property no. 122

Road Traffic Regulation Act 1984

Staffordshire County Council (B5014 Rake End and B5014 Uttoxeter Road (Rugeley) and Pipe Lane (Pipe Ridware)) (40 MPH Speed Limit) Order 20**

1. Staffordshire County Council propose to make a Traffic Order under the Road Traffic Regulation Act 1984, to impose a 40 mph speed limit on B5014 Rake End and B5014 Uttoxeter Road (Rugeley) and Pipe Lane (Pipe Ridware).

2. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Rugeley Library, Anson Street, Rugeley, Staffordshire.

3. Road Traffic Regulation Act, 1984

Staffordshire County Council (B5014 Rake End and B5014 Uttoxeter Road (Rugeley) and Pipe Lane (Pipe Ridware)) (40 MPH Speed Limit) Order 20**

The Staffordshire County Council ("the Council") in exercise of its powers under Sections 84(1) and (2) of the Road Traffic Regulation Act, 1984 ("the Act") and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:

1. No person shall drive any motor vehicle at a speed exceeding 40 mph on the lengths of roads specified in the Schedule to this Order.

2. No speed limit imposed by this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.

3. This Order may be cited as the Staffordshire County Council (B5014 Rake End and B5014 Uttoxeter Road (Rugeley) and Pipe Lane (Pipe Ridware)) (40 mph Speed Limit) Order 20** and shall come into operation on day of 20**.

Schedule

B5014 Rake End, Rugeley – starting from the 30 MPH change of speed limit to a point approximately 250 metres in a northerly direction.

B5014 Uttoxeter Road, Rugeley – starting from the 30 MPH change of speed limit to a point approximately 250 metres in an easterly direction.

Pipe Lane, Pipe Ridware – starting from the 30 MPH change of speed limit to a point approximately 155 metres in an easterly direction.

Road Traffic Regulation Act, 1984

Staffordshire County Council (B5014 Rake End and B5014 Uttoxeter Road (Rugeley) and Pipe Lane, Pipe Ridware) (Restricted Roads - 30 MPH Speed Limit) Order 20**

1. Staffordshire County Council propose to make a Traffic Order under the Road Traffic Regulation Act 1984 to provide Restricted Road status that imposes a 30 mph speed limit on B5014 Rake End and B5014 Uttoxeter Road, (Rugeley) and Pipe Lane, Pipe Ridware.

2. This Order will revoke the current 40 M.P.H speed limits in effect insofar as they relate to this Order.

3. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Rugeley Library, Anson Street, Rugeley, Staffordshire.

4. Road Traffic Regulation Act, 1984

Staffordshire County Council (B5014 Rake End and B5014 Uttoxeter Road (Rugeley) and Pipe Lane, Pipe Ridware) (Restricted Roads) Order 20**

The Staffordshire County Council ("the Council") in exercise of its powers under Sections 82(2) and 83(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:-

1. The lengths of roads specified in the Schedule to this Order shall become restricted roads for the purposes of Section 81 of the Road Traffic Regulation Act, 1984.

2. No speed limit imposed by this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.

3. This Order will revoke the current 40 M.P.H speed limits in effect insofar as they relate to this Order.

4. This Order may be cited as the Staffordshire County Council (B5014 Rake End and B5014 Uttoxeter Road (Rugeley) and Pipe Lane, Pipe Ridware) (Restricted Roads) Order 20** and shall come into operation on day of 20**.

Schedule

B5014 Rake End, Rugeleystarting from its junction with Rake End Court to a point approximately 140 metres in a north westerly direction.

B5014 Uttoxeter Road, Rugeley – starting from its boundary with property no. 1 to a point approximately 50 metres in a south easterly direction.

Pipe Lane, Pipe Ridware – starting from its boundary with property no. 60 to a point approximately 30 metres in an easterly direction.

Statement of Reasons

Resulting from new developments within the Hill Ridware area, predominantly residential, traffic volumes are continually increasing. Hill Ridware is set within a rural environment accessed off the A51 and the A515. The County Councillor has requested traffic calming throughout the village. Therefore, it is proposed to:

  • Install road speed cushions along the B5014 Rake End, B5014 Uttoxeter Road, D3191 School Lane and D3191 Pipe Lane , Hill Ridware;
  • Gateway features on the B5014 Rake End, B5014 Uttoxeter Road and D3191 Pipe Lane;
  • Speed Limits to be reduced from 60mph to 40mph in advance of the proposed gateway features on the B5014 Rake End, B5014 Uttoxeter Road and D3191 Pipe Lane;
  • 30mph Speed Limit to be relocated in advance of the gateway features on the B5014 Rake End, B5014 Uttoxeter Road and D3191 Pipe Lane.

B5014 Rake End and Uttoxeter Road has a width of approximately 6.3m kerb to kerb, with generally good visibility.

Typical traffic along Uttoxeter Road is predominantly motor car, however, HGV and Farm traffic travel through Hill Ridware to reduce their journey times. A public bus service is not operated through Hill Ridware.

The proposal is to improve road safety throughout Hill Ridware, especially where children cross Uttoxeter Road near to its junction with School Lane. The scheme will reduce road speed and improve road safety for all types of users.

Summary

The Scheme will:

  1. Avoid danger to persons or other traffic using the road preventing the likelihood of any such danger arising
  2. Prevent damage to the road or to any building on or near the road
  3. Facilitate the passage on the road, or any other road of any class of traffic (including pedestrians
  4. Preserve or improve the amenities of the area through which the road runs.
