Various Roads, Lichfield City Centre (Prohibition of Motor Vehicles) and The Staffordshire County Council (Lichfield) (Prohibition and Restriction of Waiting and Loading and Parking Places) (Consolidation) Order No 1/2009 (Amendment)

No. 49/2023 Experimental Order 2023

  1. Staffordshire County Council on 28 February 2023 made an Experimental Order under the Road Traffic Regulation Act 1984 to introduce prohibition of motor vehicles except for loading between the hours of 9pm and 12pm the following day and No Waiting at Any Timeon the following roads in Lichfield city centre: Bird Street, Bore Street, Breadmarket Street, Tamworth Street, Conduit Street, Market Street, Sandford Street, Dam Street.
  2. This Order hereby revokes that part of the prohibition of vehicles between the hours of 9am and 6pm Order insofar as it relates to the Schedule to this Order.
  3. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Lichfield Library, The Guild of St Mary's Centre, Market Square, Lichfield, Staffordshire.
  4. The Order will commence on 3 March 2023 and will continue in force for up to 18 months.
  5. The Council will be considering in due course whether the provisions of the Order should be continued indefinitely. Objections against the Order being continued indefinitely should be sent in writing to: Strategic Asset and Network Management, Highways, 2 Staffordshire Place, Tipping Street, Stafford, ST16 2DH or to trafficregulationorderobjections@staffordshire.gov.uk within six months of the Order or modification to the Order coming into operation, quoting reference HoCPS/TM/TR42/22 and stating the grounds on which they are made.

No. 49/2023 Experimental Order 2023

The Staffordshire County Council (“The Council”) in exercise of its powers under Sections 9 and 10 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“The 1984 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to The 1984 Act, herby makes the following Order:-

  1. In this order: a. “Traffic Manager” has the same meaning as in Section 17 of the Traffic Management Act 2004.
  2. No person shall, except upon the direction or with the permission of a police constable in uniform, use, cause, or permit any motor vehicle to proceed in the length of roads stated in the schedule of this order.
  3. Nothing in Article 2 shall render it unlawful to cause or permit any vehicle to proceed in the lengths of roads specified in the Schedule to this Order if the vehicle is being used for the purposes of loading / unloading between the hours of 9pm to midnight and midnight to 12pm, if the vehicle is being used for the maintenance, improvement or reconstruction of the road; the laying, erection, alteration or repair in, or in land adjacent to the said length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telegraphic line as defined in paragraph 1(1) of the Telecommunications Code contained in Schedule 2 to the Telecommunications Act 1984; in the service of a local authority or a water undertaker or sewerage undertaker or the Environment Agency in pursuance of statutory powers or duties; or for any resource mains and also any flood defence works or land drainage works; or for pedal cycles; permit holders; or for police, fire brigade or ambulance purposes, or for access to premises situated on or adjacent to the said lengths of roads. 
  4. This Order hereby revokes that part of the prohibition of vehicles between the hours of  9am and 6pm Order insofar as it relates to the Schedule to this Order.
  5. Under Section 10(2) of The 1984 Act, the Traffic Manager of The Council or a person authorised by that officer, may modify or suspend the operation of the Experimental Order or any provision of it if it appears essential for any of the reasons stated in that Section.
  6. This Order may be cited as the Staffordshire County Council Various Roads,Lichfield City Centre (Prohibition of Motor Vehicles) and The Staffordshire County Council (Lichfield) (Prohibition and Restriction of Waiting and Loading and Parking Places) (Consolidation) Order No 1/2009 (Amendment) No. 49/2023 Experimental Order 2023and shall come into operation on 3 day of March 2023 for a period not exceeding 18 months.

Schedule

Tamworth Street, Lichfield – from its junction with Lombard Street to its junction with Bird Street.

Breadmarket Street, Lichfield – for its entire length.

Conduit Street, Lichfield – for its entire length

Market Street, Lichfield – for its entire length

Bore Street, Lichfield – for its entire length

Bird Street, Lichfield - at the junction with The Friary to the junction with the Bird Street Car Park access road a distance of approximately 170m in a North-westerly direction.

Sandford Street, Lichfield - from the junction with Bird Street for a distance of approximately 80m in a south westerly direction.

To ensure a continuous and standard approach to traffic movement and parking control across the retail centre of the city. To improve safety for pedestrians and simplify the existing orders to standard times.
