Road Traffic Regulation Act 1984

The Staffordshire County Council (Lichfield) (Prohibition and Restriction of Waiting and Loading and Parking Places) (Consolidation) Order No 1/2009 (Amendment) No. 38/20xx

  1. Staffordshire County Council propose to make a Traffic Order under the Road Traffic Regulation Act 1984 to introduce No Waiting at Any Time on A5192 Cappers Lane, Europa Way, Britannia Way, Titan Way and Unnamed Private Roads in Lichfield.
  2. Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Lichfield Library, The Guild of St Mary’s Centre, Market Square, Lichfield, Staffordshire
  3. Objections should be sent in writing to: Strategic Asset and Network Management, Highways, 2 Staffordshire Place, Tipping Street, Stafford, ST16 2DH or to: trafficregulationorderobjections@staffordshire.gov.uk not later than 30 January 2020 quoting reference HoCPS/TM/TR32/19 and stating the grounds on which they are made.

Road Traffic Regulation Act 1984

The Staffordshire County Council (Lichfield) (Prohibition and Restriction of Waiting and Loading and Parking Places) Order No 1/2009 (Amendment) No. 38/20xx

The Staffordshire County Council  in exercise of its powers under Sections 1, 2, 4, 32, 35, 45, 46, 47, 49, 53, 124(1)(d) and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act of 1984") as amended and the Traffic Management Act 2004 ("the 2004 Act") as amended and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act of 1984 hereby makes the following Order:

  1. This Amendment Order shall come into operation on xx xxxx 20xx and may be cited as the Staffordshire County Council (Lichfield) (Prohibition and Restriction of Waiting and Loading and Parking Places) Order No 1/2009 (Amendment) No. 38/20xx
  2. The above Order amends the Plans marked CM 242, CN 242 and CN 243, incorporating waiting restrictions at locations specified in the Schedule to this Order and which form part of the Staffordshire County Council (Lichfield) (Prohibition and Restriction of Waiting and Loading and Parking Places) Order No 1/2009 and in substitution thereof and adds the Plan marked CM 243.

Statement of Reasons

The proposal for an extension of the existing Parking restriction along D3547 Britannia Way, D3547 Europa Way and the private roads: Britannia Way, the access to Walter Tipper Ltd and part of Titan Way aims to improve road safety and accessibility for all road users travelling through Britannia Enterprise Park.
The present traffic layout on the area allows unrestricted parking on D3547 Britannia Way and most of D3547 Europa Way, restricting visibility and HGV manoeuvrability along the roads within the estate. The proposed waiting restrictions are designed to better define designate parking areas and provide safe passage for all vehicles through the area.
The restriction will:

  1. Avoid danger to persons or other traffic using the road or any other road or for preventing the    likelihood of any such danger arising;
  2. Prevent damage to the road or to any building on or near the road;
  3. Facilitating the passage on the road, or any other road of any class of traffic (including pedestrians).
