Road Traffic Regulation Act 1984

Staffordshire County Council (A513 Elford Road and A513 Comberford Road, Comberford)

(40 MPH Speed Limit) Order 20**

1.         Staffordshire County Council propose to make a Traffic Order under the Road Traffic Regulation Act 1984, to impose a 40 mph speed limit on A513 Elford Road and A513 Comberford Road, Comberford.

2.         Documents may be examined during office hours at 1 Staffordshire Place, Tipping Street, Stafford, ST16 2DH and during opening hours at Tamworth Library, Corporation Street, Tamworth, Staffordshire.

3.      Objections should be sent in writing to: Strategic Asset and Network Management, Highways, 2 Staffordshire Place, Tipping Street, Stafford, ST16 2DH or to: trafficregulationorderobjections@staffordshire.gov.uk not later than 10 June 2021 quoting reference HoCPS/TM/TR1/21 and stating the grounds on which they are made.

(40 MPH Speed Limit) Order 20**

The Staffordshire County Council ("the Council") in exercise of its powers under Sections 84(1) and (2) of the Road Traffic Regulation Act, 1984 ("the Act") and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:-

1.         No person shall drive any motor vehicle at a speed exceeding 40 mph on the length of road specified in the Schedule to this Order.

2.         No speed limit imposed by this Order applies to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations.

3.         This Order may be cited as the Staffordshire County Council (A513 Elford Road and A513 Comberford Road, Comberford) (40 mph Speed Limit) Order 20** and shall come into operation on    day of   20**.

 

Schedule

A513 Elford Road and A513 Comberford Road, Comberford – from a point approximately 270 metres north of its junction with Wigginton Lane, to a point approximately 396 metres south east of its junction with Wigginton Lane.

Statement of Reasons

It is proposed to introduce a 40mph speed limt along part of the A513 Comberford Road in Lichfield.  Rawlett School has been successful in gaining planning permission to expand its facility, which will result in a higher intake of pupils.  A pick-up and drop-off facility has been arranged with The Coton Centre which will result in additional vehicle trips to and from this location and an increase in the number of pedestrians between here and the school entrance/exit.

This proposal is required for road safety reasons, in order to provide a buffer speed limit between the existing national (60mph) speed limit north of the school and the existing 30mph directly outside the school to aid drivers slow down on approach to the school.  This measure forms part of the traffic mitigation measures which form part of the planning permission for the expansion.
