Answers to some common questions about the strategy can be found below. 

What is the whole life disability strategy about?

It is a set of principles and actions that will underpin the way we work with families, communities and partners to meet the needs of people with physical or learning disabilities, autism and sensory impairments. 

Why do you need a strategy?

What is an eligible assessed social care need?

The 2014 Care Act explains what an eligible need is and that we must meet these needs.

Will people with disabilities still get the support they need?

Yes.

The strategy aims to put the right type of support in place at the right time to prevent, reduce and delay the need for long term care services so that people with disabilities are supported to lead an independent and fulfilling life for as long as possible.

When someone does have an eligible assessed care need, the county council and its partners will ensure that the need is met with effective services, at the best price

Is the strategy just about saving money?

We must live within our means. Part of this is ensuring the services we provide to people with disabilities represent the best value for money but it isn’t the full picture.

Most people with a disability already lead lives without formal support from care services.

By focusing on ability not disability and supporting people to enjoy independence for as long as possible, we can support people with disabilities to lead a fulfilling life within their communities and reduce the need for care services.

When people have an eligible assessed care need, we will ensure that we meet this need in a way that represents value for money. 

However, we should make clear that if someone prefers a type of support or service which is more expensive than the county council can offer, they will be expected to pay the difference.

Do the principles in the strategy allow people choice and control over the support and services they use?

Yes,  but as in the rest of our lives, these choices are limited.

We will actively encourage people to consider the full range of support and services available to meet their needs within their families and communities first, and where there is an eligible assessed care need, as part of a package of care.

When people have an eligible assessed care need, we will ensure that this need is met by effective services at the best price.

If someone prefers a type of support or service which is more expensive than the county council can offer, they will be expected to pay the difference.

Are you expecting families and friends of people with disabilities to replace the support provided by services?

No.

We are looking to build a partnership with families and communities that will support people with disabilities to do as much as they can and live independently for as long as possible.

This will require conversations around what each family is willing and able to do for their family members.

There are already many families across the county who support family members with disabilities because they don’t want or need social care services.

We will always ensure that eligible assessed care needs are met.

What will happen to the support I receive as a result of the strategy?

The strategy will not have an immediate impact on support and services, but we do expect there will be changes to certain types of care and support in the coming years.

We are currently seeking people’s views on the principles within the draft strategy.

When the final strategy is agreed, the principles will guide our approach to the provision of support and services in the future.

If we intend to make changes to individual services, we will make these clear and seek your views in advance.
