Highways

Staffordshire County Council and Enterprise work together as a virtual joint venture to deliver the highest standards in maintaining and improving Staffordshire's vital transport infrastructure.

We look after more than:-

• 3,300 miles of road
• 107,000 street lights
• 14,800 lit signs
• 163 sets of traffic signals
• 323 signalised pedestrian crossings
• 160,000 drainage gullies          

In October 2011 the arrangement was winner of the Partnership Award at the Highways Magazine Excellence Awards| with judges commenting that the arrangement is a "very good example of close partnership working, delivering focused community benefits whilst offering good financial benefits".

In September 2011 the highway team was a finalist at the APSE annual service awards and, in June 2011 the team was runner up at the Chartered Institution of Highway and Transportation Effective Partnership Awards| with judges commenting that they were "especially impressed with the degree of engagement achieved with participants and stakeholders. This was specifically recognised by the Considerate Constructors Scheme| who stated the community engagement was second to none".

We employ several hundred staff involved in routine road maintenance, major road restructuring and resurfacing projects, weather proofing and surface dressing. Our team of highway safety inspectors makes sure that the network is kept in a safe condition for all highway users throughout the year. The Control Centre ensures that our customers have a single point of contact and our maintenance teams are effectively and efficiently deployed.

In the winter our teams are out at all hours spreading salt, clearing snow and fallen trees.

Our teams work closely with communities to carry out a programme of local highway works, ensure that our services are accessible and, we are able to inform local decision making.

Staffordshire also has one of the UK's biggest and most ambitious street lighting partnerships, with E.ON.  Over 70% of Staffordshire's 107,000 street-lights will be replaced over a 25 year period, costing £150 million.

Our arrangements with Peek ensure that our traffic signals, variable message signs and speed management devices are operating effectively to safely manage the flow of pedestrians and traffic.

Our engineers are also responsible for major new road schemes, such as the Biddulph, Rugeley and Burntwood bypasses - cutting town centre congestion and pollution and keeping the traffic flowing.

Our laboratory makes sure that our development and testing of materials keeps us at the forefront of the construction industry, supports the use of recycled materials and, provides information and advice for earthworks design.

We keep over 1,100 road bridges and 2,600 footbridges in tip-top condition and maintain and strengthen retaining walls protecting our roads from slides and collapses. And we work with developers, advising them on road safety design and ensuring they put people first.

Our operations are enormously complex with thousands of operations and projects needing co-ordination every year. And it's not just Staffordshire's highway teams who need access to the road network.

There is a massive network of pipes, cables, and ducts under the highway which support the everyday quality of life for the people of Staffordshire. Gas, electricity, water and telecoms companies all need access to the highways to keep the economic and social show on the road.

We have the job of coordinating all this - keeping traffic flowing.

We are responsible for organising speed limits, parking controls, road closures, and other road restrictions to make the most of the road space and effectively manage the flow of traffic.

Working in partnership with District and Borough Councils through the Clear Streets initiative ensures that parking enforcement is coordinated, Police time is freed up to tackle serious crime and, we can integrate parking management with transport planning and highway investment.

We hold and maintain information about the status and extent of the highway and along with partners in the District and Borough Councils provide a comprehensive land search service, holding the critical information people need about their land and property purchasing decisions

The right information about our £6.5 billion highway asset and the volume and type of traffic using it ensures that we know where and when to target our resources. We are also there to guide people through the process of stopping up a highway when they are no longer needed.

Whatever we provide, our business improvement team is there to help all the highway teams deliver to the highest standards, whether it is a pedestrian crossing or a new bridge, bypass or cycle path.

The Management Board ensures that the long term vision for the virtual joint venture is met and, the Operations Board leads the teams to ensure that the a programme of over £350 million of highway works is delivered within budget and on time over the next five years.
