Guidelines for Transport Assessments and Travel Plans required by Staffordshire County Council for Private Development Proposals - January 2008

Staffordshire County Council (acting as the Highway Authority) has an obligation to assess the transportation impact of all development proposals in order that they may satisfactorily be assimilated into the transport network.

We have updated our guidance to reflect changes in government policy and to try to encourage applicants, where necessary, to submit properly scoped Transport Assessments (TA) with planning applications, thereby reducing the possibility of delays in the processing of planning applications.

We have included a form which applicants should complete prior to submitting their planning application to confirm whether or not a TA is required and if it is then the conclusions reached have been agreed with us / there is a dispute between us.

The Staffordshire District Council's have produced 'Validation Criteria' for planning applications. This explains when Transport Assessments will be required and advises applicants that their application will not be registered unless the Transport Assessment has first been submitted to and considered by us (acting as the Highway Authority).

There are generally two parts to a TA:

Part 1 will involve demonstrating how the development and its associated traffic can be assimilated into the highway network. This will involve where necessary the submission of capacity and safety assessments.

Part 2 may involve the submission of a Travel Plan to demonstrate how the site can be made accessible to more sustainable modes of travel to reduce the reliance on the private motor vehicle.
