Volunteer Minibus Driver (for licences gained after 1 Jan 1997)

The County Council has adopted a ‘precautionary’ policy, based on the advice from their solicitors, whereby anyone who wishes to drive under the County Minibus Assessment scheme and who is not classed as a volunteer must first gain category D1 PCV on their driving licence.

Unfortunately, the definition of 'volunteer driver' is not defined and has not yet been tested in law.

Teachers or anyone who is paid a salary and needs to drive a minibus for their organisation are unlikely to be regarded as volunteer driver. Where a driver can prove volunteer status a D1 will not be required
