Planning & Building Regulation Permission

Any external alteration to the size or appearance of school buildings, including outdoor recreation space, is likely to require prior planning consent.  With effect from April 2001, all building work in schools needs building regulations approval.  Planning and building control regulations are extensive and often complex.  You must seek appropriate professional advice.  All Planning applications for Community and Controlled schools must be processed by the County Council.

Schools and their Governing Bodies who are contemplating maintenance or improvement projects should note that many such works might require Building Regulation approval.

In essence the Building Regulations have three main objectives:

  • Securing the Health, Safety, Welfare and convenience of people in or about buildings and of others who may be affected by buildings or matters connected with a building;
  • Furthering the conservation of energy and fuels; and
  • Preventing waste, over consumption, misuse or contamination of water.

Virtually all aspects of construction, alteration, adaptation, extension or change of use of a building are covered by the Building Regulations.

The Regulations cover requirements relating to a multitude of topics and the following are examples: -

  • Structural safety and ground movement;
  • Means of escape, fire spread both within and outside a building and access and facilities for the fire service;
  • Preparation of the ground on which a building is constructed, dangerous and offensive substances, land drainage and resistance to the weather and ground moisture;
  • The use of toxic substances in relation to cavity insulation;
  • Resistance to sound transmission;
  • Ventilation of a building and prevention of excessive condensation within roof voids;
  • Hygiene facilities, such as sanitary conveniences, washing facilities, bathrooms and hot water storage;
  • Drainage and waste disposal, including rainwater and refuse;
  • The installation and extension of heating appliance systems;
  • Protection from falling and guarding of stairs, ladders and ramps;
  • Protection from collision with open windows, doors etc. and from being trapped by electrically powered doors and gates;
  • Conservation of energy used in the lighting or heating of the building;
  • Provision of access and facilities for people with disabilities; and
  • The safety of glazing in relation to impact, opening and cleaning.

Schools and Governing Bodies, who are in any doubt over the need for Building Regulation approval in relation to any proposed works, should contact the Capital Development Group, Development Officer or District Surveyor.
