Decisions taken at Cabinet
Cabinet has met today to discuss a number of decisions. The following were taken:
Item 4: County Council's Economic Regeneration Strategy
Cabinet noted and approved the strategy which sets out a blue-print on how the Council intends to build on its success in delivering new jobs, attracting new investment and creating a diverse and robust responsive and competitive business environment. It brings together complex strands of activity, and focuses on the key challenges and future opportunities.

Item 5: Outcomes of the Arts Space Feasibility Study
Cabinet were asked to consider a major feasibility study into creating a new 600 seat regional music and visual arts venue for Staffordshire estimated to create over 500,000 new visits to the Stafford area each year. The report also forecasts the impact on the regional economy and job creation prospects.
Cabinet were asked to decide on the next phase of the project's development, subject to internal and external scrutiny.
The recommendations were accepted with a revision to acknowledge the unanimous support the feasibility study has had from all participants.
Item 6: Final Outturn 2005/06
The Cabinet noted the Revenue Outturn for 2005/06 and the implications for the County Council's Revenue Balances. Implications for the 2006/07 revenue budget were also noted.
Item 7: Lymedale West - Completion of Site Works and Business Centre
The Cabinet considered how the County intends to take Lymedale Business Park through to the next stage, considering the generation of jobs and building on the success of the existing scheme which has attracted considerable investment to the former coal mining site.
Recommendations were agreed.
Item 8: Renew North Staffordshire, A Collaborative Agreement for the regeneration of Knutton and Cross Heath
Cabinet supported the multi-agency collaborative agreement for the regeneration of Knutton and Cross Heath. Final details of which have yet to be agreed.
Cabinet also resolved that that the collaborative agreement be referred to the Partnership Scrutiny and Performance Panel for their consideration as part of the ongoing evaluation of partnership arrangements.
Item 9: Project Development Checklist
Cabinet approved a checklist to be used to help develop all County Council projects.
Item 10: The Staffordshire Declaration on Climate Change
Cabinet adopted the Staffordshire Declaration on Climate Change.
The County Council is developing partnerships with key partners in local government and business to help deliver vital action on tackling climate change at a local level. The Staffordshire Declaration will offer partners the chance to sign up to making this happen.

Item 11: Review of Wolstanton Library
Cabinet agreed that the library service housed in Bradwell Lodge be replaced by a Travelling Library that could better serve the communities of Wolstanton, Bradwell and Porthill.

Item 12: Review of Sub-delegation
Cabinet approved proposals to modify delegated powers afforded to officers of the County Council.
Item 13: Police Force Structures Review
Cabinet were asked to note the current position regarding the proposed restructure of policing in Staffordshire, with particular reference to the resolution adopted by Staffordshire Police Authority on June 9.
The contents of the Home Secretary's letter (19 June 2006) were noted and it was requested that a further report be submitted to Cabinet once the timescales were known.
Item 14: Forward Plan
The forward plan which sets out key decisions which the Cabinet expect to take over the next four months until the end of October was agreed.
Item 15: Cabinet Members' routine items
Cabinet agreed that land at Convent Close, Cannock and Foregate Street, Stafford be declared surplus to County Council requirements and offered for sale in accordance with normal procedures.
The Corporate Director (Resources) also agreed to bring a report to a future meeting of the Cabinet detailing "vacant" land owned by the County Council
