Decisions made by Cabinet
The County Council's Cabinet met on Wednesday July 19 and the following items were discussed.
Item Four: In-house Residential and Day Services for Older People
Cabinet agreed all of the recommendations put forward in the paper. Details are here
Item Five: Medium Term Financial Strategy 2007/08 - 2009/10
Cabinet approved five recommendations including noting the First Quarter monitoring position for 2006/07 budget and asking the Corporate Management Team to review the arrangements within each Directorate for monitoring the high risk budgets.
Item Six: Minibus Training and Assessment Scheme - Proposed Changes
Cabinet agreed that all non vocational drivers who are school, Social Care and Health and other staff working with children and young people be exempt from having to gain category Passenger Carrying Vehicle D1 and that drivers be allowed to join the County Minibus Scheme with up to six penalty points. Cabinet have, however, asked for further investigations to be made into the standards required of drivers, particularly in respect of eyesight and the wearing of glasses (or similar aids), in having to pass a Group 2 medical examination prior to being allowed to take an assessment.
Item Seven: Community and Learning Partnerships Strategy
Cabinet were asked for their views on the, retitled, "Community and Learning Partnerships Strategy" which merges Extended Schools and Children's Centre developments for 2006 - 2010; and approve the development of approximately 50 Community and Learning Partnerships between 2006 - 2010 as a key mechanism for the delivery of the Integrated Services Strategy.

Item Eight: Rural Access to Services Partnerships
Cabinet agreed to support the arrangements for the Staffordshire Rural Access to Services Partnership and approved the establishment of the local delivery agreements with the Staffordshire Moorlands Council for Voluntary Services and the Community Council of Staffordshire.
Item Nine: Treasury Management Annual Report 2005 / 06
Cabinet were asked to:
- Note the Treasury Management activities for the year ended 31 March 2006, including the Prudential Indicators outturn
- Approve the use of the Minimum Revenue Provision at 31 March 2006.

Item Ten: Adoption of a County Council ICT Strategy
Cabinet approved the Executive Summary of the Staffordshire County Council
Strategic Plan for ICT 2006-2009.
Item Eleven: Recommendations of the Resources Scrutiny and Performance Panel
a) ICT Review
Cabinet approved the Executive Summary of the Staffordshire County Council Project Pisces Social Care System (CISS Replacement) which recommended the procurement and implementation of the SAP Social Care system.
b) HR Shared Services
Cabinet noted the current situation in regard to the implementation of automated contracts of employment and will review the situation on an ongoing basis.
Item Twelve: Organisation and Service Review
Cabinet approved four recommendations which included supporting the progress in the series of reviews overall, as well as agreeing the implementation of the revised proposals for phase one of the Organisation Review.
