The Team

The Substance Misuse Commissioning Team has a wide range of skills and specialist knowledge in the fields of substance misuse, dependency and addiction problems as well as in strategic planning, service design, commissioning and procurement. Pat Merrick, County Commissioner (Substance Misuse)
Pat joined Staffordshire County Council in September 2009 to take responsibility for managing the Substance Misuse Commissioning Team (formerly the Drug & Alcohol Action Team or DAAT) and to provide a strategic lead on the alcohol and drugs agendas for the County. Pat's role requires her to oversee all work areas of the Substance Misuse Commissioning Team, to provide a focus for substance misuse and to work with partners in the substance misuse field. Pat has over 20 years experience of working in local government across the spectrum of adult vulnerability and community engagement and has also worked in the third and private sectors. Pat enjoys listening to all types of music but her passion is punk.

Angela Eley, Commissioning Manager
Angela joined the Substance Misuse Commissioning Team (formerly the DAAT) as Commissioning Manager in February 2007, having previously worked for Safer Walsall Borough Partnership (formerly Walsall DAAT) as Performance and Information Manager and then Commissioning Manager. Angela's role requires her to assist the County Commissioner by providing specialist advice and support to a wide range of partners and stakeholders in all elements of commissioning, needs assessment and service design. Angela has gained a wealth of experience having worked for many years in the financial, private and public sectors.

Julie Gardiner, Administrative Officer
Julie joined the Drug Action Team in September 2003 as a temporary worker offering support to the then secretary.  After being taken on permanently and having gone through 2 reviews of the team Julie is now an Admin Officer for the newly named Substance Misuse Commissioning Team and is the longest serving member of staff.  In her spare time Julie likes walking and cycling and holidays either in Britain or abroad.

Sue Hallett, Development Worker
Sue joined the team in Jan 2008 with a remit of education, training and employment. However since October 2009 the remit was broadened to encompass the service user element within the treatment services. Sue's background is working within an addiction service which she joined as a part-time administrator and then went on to  work as an arrest referral worker, young person's project worker, team leader and eventually a development manager.

Adnan Laskar, Commissioning Officer
Adnan has been working for the Substance Misuse Commissioning Team since January 2009. His main areas of responsibility are commissioning and procurement of services for adults with substance misuse needs, developing performance management framework for the substance misuse commissioning team, monitoring outcomes of services commissioned and ensuring quality standards are met.

Adnan has over 25 years of experience of working in academic and business sectors, as well as in the voluntary and statutory sectors. In the local government, he has 12 years experience of managing area based regeneration projects and programmes, externally funded largely by central government and the EU. In his spare time he enjoys catching up with friends and spending time with family.

Val Martin, Procurement Manager
Val began working with the Substance Misuse Commissioning Team (formerly the DAAT) in December 2006 as the Business and Finance Lead.  Val's current role encompasses overseeing all procurement and quality and performance work areas together with the remit for managing the finances of the unit.  Val has previously held senior posts in the financial sector in private industry spanning a career of 25 years.  In her spare time Val enjoys music and reading.

Emma McIntosh, Commissioning Officer

Emma joined the team in May 2012 with responsibility for commissioning the ISMS for the eight prisons in Staffordshire. Emma’s responsibilities include commissioning, contract and performance management. Emma’s previous role was as the Public Sector Commissioning Partnership Manager for the PSCiP programme in Staffordshire based with the County Council.

 Aison Perry, Commissioning Officer

Alison Perry joined the Substance Misuse Commissioning Team in October 2008, initially to cover the Employment Development Worker post during a secondment period. In February 2009 Alison took up the post of Commissioning Officer for Young People' Substance Misuse Services. The focus of the post is on commissioning specialist substance misuse services and also includes provision for education prevention services, and parent/carer support.  Email:

Grace Rutty, Apprentice

Grace joined the team in November 2012 as a Level 2 business admin apprentice. She will be with the team until October 2013. Whilst in the team, Grace will be working alongside Julie in SMCT admin. In her spare time, she enjoys football, reading, driving and socialising with family and friends.

Jan Wain, Commissioning Officer
Jan joined the Substance Misuse Commissioning Team in April 2012, having previously worked in the Older People & Prevention Team of the Joint Commissioning Unit where she was the Contracts Officer for housing support services (formerly Supporting People services). Jan’s responsibilities include commissioning and procurement of services for adults with substance misuse needs.
