The four phases of the programme are explained further below.
Research
The research phase focused on mapping the Citizen’s Advice Bureaux, Community and Voluntary Services (CVS’s) and Asist services funded by the public sector organisations to identify the level of investment in these services for 2010/11, provide detail about the funded service, provide contract and performance management information and identify indicative future commissioning intentions. It also identified the human and financial resources that are required to enable the funding/ commissioning of the service from designing the service, through the tendering stage and including ongoing performance management. This stage is now complete and the findings have been reported.
Design
This phase built upon the research in phase one to design a range of commissioning options including shared commissioning approaches and a consistent Third Sector Commissioning Framework. At this stage each public sector organisation decided which approach best fits their requirements for Debt, Benefits and Consumer Advice Services and Third Sector Infrastructure and Volunteering Services.
Test
The starting point in this phase will be to clarify the investment and commissioning requirements/outcomes from each of the participating public sector organisations. This information will inform the service specification and participating organisations will be consulted about the final specification prior to commencing the procurement process. Training on tendering will be provided to interested parties at this time.
It is proposed that the Third Sector Infrastructure and Volunteering Services will go out to tender in July 2012 with a contract start date of April 2013. The Debt, Benefits and Consumer Advice Service will go out to tender from November 2012 for three months with a contract start date of October 2013. During this time mapping of further service areas will commence.
Implement
The implementation stage will, subject to demonstrable success, include project sign off and partner commitment to the new commissioning approach. The commissioning of further service areas under the aligned budget model will commence with interested public sector organisations.
Please note that the plan is a living document and will be amended to reflect the decisions made by the governance groups therefore the processes shown are provisional and will be updated, if required, following each stage of approval.
