Background to the Minerals and Waste Development Scheme

The role of the scheme is to:

  • give details of the Local Development Documents that will make up the Minerals and Waste Development Framework;
  • give a timetable for the production of each document to be produced by the Council;
  • highlight the periods during the production of each document when public consultation will be undertaken;
  • explain the relationships and chain of conformity between the development documents; and
  • highlight the geographical area covered by each development document.

Current Minerals and Waste Development Scheme

The Minerals and Waste Development Scheme (MWDS) has been revised and was approved on 10 January 2012 by the Cabinet member for Assets and Environment Cllr Mark Winnington. The MWDS has been sent to the Department for Communities and Local Government.

Previous versions of the Minerals and Waste Development Scheme

A report to Cabinet on 21 September 2004 outlined the requirements of the new plan-making system and enclosed a 'working draft' Minerals and Waste Development Scheme and Statement of Community Involvement.

Revisions to the MWDS that was effective from March 2005, were submitted to the Secretary of State via the Government Office for the West Midlands (GOWM) in August 2006 and further amendments were submitted in January 2007.  GOWM confirmed their acceptance of the revisions and the County Council confirmed that the scheme took effect from 1 April 2007.

Our AMR 2007 identified that it was necessary to submit further revisions to our MWDS for the consideration of the Secretary of State via the Government Office for the West Midlands (GOWM).

We formally submitted our MWDS to the Government Office for the West Midlands (GOWM) on 17 March 2005.  On the 24 March 2005 GOWM confirmed that there was no requirement to amend the submitted scheme.  A subsequent report to Cabinet on 21 April 2005 confirmed the date at which the MWDS would take effect.
