Code of Practice for Waste Developers: provides supplementary planning guidance to ensure that applicants are aware of the type of information that may need to be supplied when a planning application is prepared for submission.
Technical Appendix 1 - Waste Projections explains the basic information that has been used to determine how much waste is likely to have to be managed during the plan period (at October 2002).
Technical Appendix 2 - Waste Management Facilities- lists the existing waste management facilities in the Plan area (at January 2001). To see the latest lists of waste management facilities click here
Sustainability Appraisal: considers the plan policies against environmental and sustainable development criteria.
Statement of Publicity: describes the steps that were taken to publicise the preparation of the Plan and the opportunities that were given to comment on the principles and policies.

Plan history and timetable leading to the adoption of the Waste Local Plan
The Draft Waste Planning Strategy - November 1998
As part of the preparation for the Waste Local Plan, Staffordshire and Stoke-on-Trent published a Draft Waste Planning Strategy for public comment in the spring of 1999. The draft strategy explained the approach that would be taken toward the preparation of the Plan and the principles that would underpin the policies to be incorporated in the Plan. Following consideration of the comments received, Staffordshire and Stoke-on-Trent Councils approved the Waste Planning Strategy in the autumn of 1999. For details see:

The Deposit Draft Waste Local Plan - May 2000
In February 2000, the Deposit Draft version of the Plan was approved for public consultation by both Councils. The Plan was then placed on deposit for public comment from 8 June 2000 to 21 July 2000. Of the 44 organisations who responded during the deposit period, 28 raised 148 objections, 13 made 39 comments in support, and 13 simply confirmed that they had no comments to make. An interim report was prepared for Staffordshire County Council's Development Services (Scrutiny) Committee in September 2000, giving details of the representations on the Deposit Draft Plan. The Revised Deposit Draft Waste Local Plan - January 2001
The Revised Deposit Draft version of the Plan, revised supporting documents and the Councils' responses to the objection received were approved by Staffordshire County Council's Development Services (Scrutiny) Committee on 31 January 2001. Stoke-on-Trent City Council's Policy and Review Committee approved the Revised Plan on 7 February. For further details see:

The Revised Plan and revised supporting documents were placed on deposit for public comment in April for a statutory 6 week period which ended on 1 June 2001. The Representations on the Revised Deposit Draft Waste Local Plan and the Remaining Objections 2 objectors raised 30 objections to the Revised Deposit Draft version of the Plan. 18 objectors have withdrawn 82 objections raised at the Deposit Draft stage. The remaining 16 objectors have 96 objections to the Plan. All have confirmed that they wish to rely on written representations, so a Public Local Inquiry is not required. Progress of the Plan was reported to Staffordshire County Council's Executive on 26 September 2001 and to Stoke-on-Trent City Council's Policy and Review Committee on 3 October 2001. Further changes to the detail of the Plan were made in order to overcome objections, or to up date the Plan, prior to the Inspector's consideration of the remaining written representations. The Inspector commenced his consideration of the remaining representations on 22 October 2001, following receipt of the further written representations and Councils' responses. Proposed Changes - October 2001
In response to the objections received at the Revised Deposit Draft stage, and to up date the Plan, proposed changes have been made to the Revised Deposit Draft version of the Plan and the Revised Technical Appendix 1 - Waste Projections. The proposed changes were sent to the Inspector appointed to consider the objections to the Plan, on 18 October 2001.
In addition, the Councils' produced a 160 page Closing Schedule containing details of all the 91 remaining objections to the Plan made by 16 respondents and the Councils' responses. As a result of the proposed changes the Environment Agency were able to conditionally withdraw the 27 objections they made at the Revised Deposit Draft stage. For details see:
Inspector's Report and Proposed Modifications - March 2002
The Inspector's Report was received from the Planning Inspectorate on 11 February 2002. The 59 recommendations made by the Inspector (Mr R.R. Lyon) were reported to Staffordshire County Council's Executive on 13 March 2002 and Stoke-on-Trent City Council's Policy and Service Review Committee on 20 March 2002. The Councils accepted all the Inspector's recommendations.
The List of Proposed Modifications and the 'Statement of Decisions, Reasons and Proposed Modifications' was placed on deposit for public comment in April for the statutory 6 week period ending on 24 May 2002. Anyone who objected to the Plan was notified about the proposed modifications stage and the availability of the Inspector's Report. Various documents, including the Inspector's Report and the Proposed Modifications version of the Plan, were also made available for public inspection on-line and at Staffordshire County Council's offices at Riverway, Stafford and Stoke-on-Trent City Council's offices at the Civic Centre, Glebe Street, Stoke-on-Trent. Notice of Intention to Adopt - August 2002
The Executive (on 1 July 2002) and Full Council (on 25 July 2002) (and Stoke-on-Trent City Council's equivalent committee) accepted the recommendation that no further modifications be made in response to the 9 objections made to the Proposed Modifications version of the Plan. For more details see:
