Statement of Community Involvement (SCI)

The Statement of Community Involvement (SCI) sets out how we will engage the community in the preparation of planning policy documents and the determination of planning applications. The SCI was adopted on 8 June 2006 and is now the County Council's formal policy and standards for engaging the community in the planning process.

Background to the SCI
Early June 2005: A
'Have Your Say' questionnaire was sent out to a wide range of our known stakeholders including minerals and waste operators, planning consultants, statutory and non-statutory organisations, local environmental groups as well as local district and parish councils. The questionnaire briefly introduced the Minerals and Waste Development Framework and the Statement of Community Involvement (SCI) and the results were used in preparing our draft SCI.
Late June 2005: A draft SCI was prepared and released for public consultation between 30 June and 11 August 2005. During this 6 week consultation period comments, views and representations in respect of the draft SCI were invited. October 2005: The draft SCI was revised to take into account the comments received during the earlier round of consultation and a final version of this document was submitted to the Secretary of State for independent examination on 28 October 2005. Once again comments and views on this document were invited for a 6 week period ending on the 9 December 2005. April 2006: A public examination to consider the SCI was held at County Buildings, Martin Street, Stafford on Tuesday 11 April 2006. The examination was conducted by a Planning Inspector who was appointed by the First Secretary of State to hear representations from a group who had previously requested to be heard at the examination. In preparation for the public examination we submitted a
'Revised Schedule of Responses'.
Following the public examination we received the
Inspector's Report which set out the changes and revisions that needed to be made to the SCI before it could be formally adopted. The SCI was amended to reflect the Inspectors recommendations and was presented to Planning Committee on 8 June 2006 where the document was formally approved and adopted.
