
Minerals planning in Staffordshire and Stoke-on-Trent
Staffordshire County Council and Stoke-on-Trent City Council, as Mineral Planning Authorities, control the development of minerals by determining planning applications submitted by mineral operators or their agents in their areas.
In order to help determine planning applications Staffordshire and Stoke-on-Trent Councils consider the applications against a number of mineral planning policies and other relevant planning policies that are to be found in a series of documents, collectively referred to as the 'development plan'. Regional and Strategic Policy
The Staffordshire and Stoke-on-Trent Structure Plan 1996-2011, adopted in May 2001, contains strategic planning policies, including broad mineral planning policies that the Mineral Local Plan must conform with. The 'saved policies' in the Structure Plan remain as part of the 'development plan' and have been joined by the West Midlands Regional Spatial Strategy (June 2004). For more information click on:
The Minerals Local Plan (MLP) was adopted in December 1999.

The MLP is accompanied by supplementary planning guidance 'A Code of Practice for Mineral Development' (Appendix 5). The Code is intended to advise applicants and operators about the type of information that may need to be supplied when a planning application is being prepared and the standards expected when sites are operating.
