Minerals and Waste Development Scheme (MWDS)

The Minerals and Waste Development Scheme (MWDS) is a 3-year project plan that identifies which local development documents are to be produced as part of the Minerals and Waste Development Framework (MWDF).

The MWDS is updated to revise the programmes for preparing local development documents as necessary.  We report the progress of our local development documents against the timetable in our Annual Monitoring Reports (AMRs).

If we decide to revise the MWDS it must be submitted to the Secretary of State via the Government Office for the West Midlands (GOWM) for consideration.  GOWM have to confirm whether or not the proposed revisions are acceptable and once we receive this confirmation the revised MWDS formally takes effect.

Current working programmes:

In recent years the County Council has been attempting to develop its Minerals Core Strategy and Waste Core Strategy in tandem.  However in March 2009 and later in July 2009 the Planning Committee accepted the need to give priority to the preparation of the Waste Core Strategy. The Waste Core Strategy is being be prepared jointly with Stoke-on-Trent City Council.

Revisions to our latest approved MWDS (April 2007) have been discussed with GOWM and we intend to formally submit a revised scheme before the end of March 2010.

In the meantime our current working programmes (pending GOWM approval)(updated from the August 2009 versions) are as follows:

Background to the MWDS

The role of the MWDS is to:Minerals and waste development scheme

  • give details of the Local Development Documents that will make up the MWDF;
  • give a timetable for the production of each document to be produced by the Council;
  • highlight the periods during the production of each document when public consultation will be undertaken;
  • explain the relationships and chain of conformity between the development documents; and
  • highlight the geographical area covered by each development document.

 

A report to Cabinet on 21 September 2004 outlined the requirements of the new plan-making system and enclosed a 'working draft' Minerals and Waste Development Scheme and Statement of Community Involvement.

We formally submitted our MWDS to the Government Office for  the West Midlands (GOWM) on 17 March 2005.  On the 24 March 2005 GOWM confirmed that there was no requirement to amend the submitted scheme.  A subsequent report to Cabinet on 21 April 2005 confirmed the date at which the MWDS would take effect.

Revisions to the MWDS that was effective from March 2005, were submitted to the Secretary of State via the Government Office for the West Midlands (GOWM) in August 2006 and further amendments were submitted in January 2007.  GOWM confirmed their acceptance of the revisions and the County Council confirmed that the scheme took effect from 1 April 2007.

Our AMR 2007 identified that it was necessary to submit further revisions to our MWDS for the consideration of the Secretary of State via the Government Office for the West Midlands (GOWM). Last Modified: 07/01/2010 13:22:36
