Annual Monitoring Reports (AMRs)

AMR 2009

Our fifth Annual Monitoring Report was submitted to the Secretary of State (care of the Government Office for the West Midlands) on 24 December 2009. Annual Monitoring Report cover image

The AMR assesses the financial year 1st April 2008 to 31st March 2009 and contains information about:

  • our progress in reviewing and replacing our Minerals and Waste Local Plans against the programme we set out in our 3 year Mineral and Waste Development Scheme;
  • the monitoring of 'saved' minerals and waste planning policies; and, 
  • an analysis of the minerals and waste planning decisions made during the period.

Key findings for the monitoring of waste planning policy include:

  • 17 planning permissions relating to 19 new waste management facilities and 16 sites were granted, 13 by Staffordshire County Council's Planning Committee and 4 by Stoke-on-Trent City Council. No new landfill void capacity was granted.
  • Permitted waste treatment capacity (as at November 2009) is approximately 2.7 million tonnes per annum for recycling, organic treatment and residual recovery. There is also approximately 800,000 tonnes per annum of aggregate recycling capacity. Permitted waste management capacity figures demonstrate that the sub region is in excess of the waste treatment tonnage required by the RSS waste forecast for 2008/09.
  • In 2008/09 there were 449,623 tonnes of municipal waste managed within Staffordshire County, of which 94% was household waste (421,656 tonnes of household waste, equivalent to 512kg per person). Of this household waste, 23% was recycled, 22% composted, 21% managed through heat, power and other energy recovery and 33% landfilled.

Key findings for the monitoring of minerals planning policy include:

  • In 2007, total sales of sand & gravel were less than the sub regional apportionment defined by regional policy for Staffordshire;
  • In 2007 production of crushed rock aggregate was derived from a  single quarry although there are two other quarries with permitted reserves;
  • Landbanks of permitted reserves for aggregate minerals remain greater than the minimum size of landbanks required by national policy;
  • Capacity for recycling construction & demolition wastes to produce recycled aggregate has been re-assessed and there are 20 sites in Staffordshire with an indicated capacity of 543,000 tonnes per annum.
  • Production of clay in 2007 decreased by 231,180 tonnes compared with production in 2006.

The AMR assesses the financial year 1st April 2007 to 31st March 2008.

The AMR assesses the financial year 1st April 2006 to 31st March 2007.

The AMR assesses the financial year 1st April 2005 to 31st March 2006.
