The Youth Justice System

The Service was first set up in April 2000 as a result of the Crime and Disorder Act 1998.  

The Staffordshire Youth Offending Service is working to ensure, along with other partners, that Staffordshire is safer for people to live and work in. This is linked to a commitment to achieve national and local targets as set by the YJB. For more information on this please view the Performance Management Framework.

The SYOS is divided into three multi-agency area teams located in the North (Newcastle), West (Stafford) and East (Lichfield) across the County. The teams also contain workers on the specialist Intensive Supervision and Surveillance Programme (ISSP). There is also a central Head Office in Stafford.

The Staffordshire Prevention Service is part of SYOS and works to preventing youth crime and anti-social behaviour across the county. For further information please see the Crime Prevention  page or follow the link to the Youth Crime Prevention Strategy 2006 - 2009.

Because the Service incorporates representatives from a wide range of agencies, we can respond to the needs of young offenders in a holistic way. We identify the needs of each young offender with a nationally used assessment. This identifies the specific problems that contribute to the young person offending as well as measuring the risk they pose to others. It enables us to identify suitable programmes to address the needs of the young person with the intention of preventing further offending.

The area teams are made up of staff from various agencies working within SYOS from:

  • Children and Lifelong Learning
  • Police
  • Probation
  • ADSIS (Alcohol and Drugs Services in Staffordshire)
  • Health Service
  • Connexions

 The Intensive Fostering Programme (IFP) is a pilot programme that operates within SYOS. This is an alternative to receiving a custodial sentence. It involves young people living with specially trained and supported foster carers for a period of up to twelve months as part of their supervision order.
