Race Equality Scheme 2002/03
The Race Relations (Amendment) Act 2000 amends the 1976 legislation. It places a General duty on the County Council to promote race equality by eliminating unlawful racial discrimination, promoting equality of opportunity and promoting good race relations between people of different racial groups. Over and above this general duty the Home Secretary has powers to place specific duties on some local authorities, including the County Council. These specific duties are not an end in themselves, rather they are the means to achieving the general duty.
The specific duties cover employment and the production and publishing of a
Race Equality Scheme, which is attached. Our Scheme details how we propose to meet the general duty, and in particular lists all of our functions and policies, an assessment of their relevance to the promotion of racial equality, and sets out our arrangements for:
1. Assessing and consulting on the likely impact of proposed policies;
2. Monitoring for any adverse impact on the promotion of race equality;
3. Publishing the results of such assessments, consultation and monitoring exercises;
4. Ensuring public access to information and services;
5. Ensuring the training of staff in connection with the duties imposed under the legislation.
We shall re-assess our functions and policies annually, and review our Scheme every three years.
