All Local Authority contracts are subject to financial thresholds set by the EU along with their own standing orders and procurement rules.
These rules must be followed and are designed to promote non-discriminatory practice and provide transparency to tenderers.
Staffordshire County Council has rules governing procurement, known as Contract Standing Orders, Procurement Rules and Procurement Instructions, and these govern all procurement undertaken by the County Council.
For contracts let in accordance with the EU Procurement Directives, the EU regulations will always take precedence where conflict arises. The EU Procurement Regulations can be found here.|
